Noisy neighbors, called cops but told they could do nothing except ask them to turn it down. Is this right?

It sound like you live in the county and there is only noise ordinance for inside city limits with the exception of 11pm. if it keeps up contact the sheriff in your county and ask for a face to face meeting with him or her. That usually will help.
